About the Company
SPOUTS is a rapidly growing, early-revenue-stage social enterprise that manufactures and distributes ceramic water filters in Uganda and in East Africa with a team of over 40 employees.
The Human Resource Specialist Officer works in collaboration with senior managers to plan, implement and manage the human resource functions of SPOUTS to ensure the smooth running of day-to-day operations and position SPOUTS as a model employer for the future. This role Reports to the SPOUTS HR Manager. Works in collaboration with all managers to ensure delivery of HR outcomes. Some travel will be required between the SPOUTS head office, the factory at Nakawuka and other locations in Uganda in response to operational requirements.
Key Roles & Responsibilities:
In collaboration with senior managers to develop and align HR policies, strategies and plans to enable SPOUTS to operate as a model employer and deliver its business goals.
Provide advice to managers to ensure that the priorities of Human Resources are incorporated as part of the broader SPOUTS’ strategic planning processes.
Provide advice about workforce planning to address current and future employee attraction, retention and skill development requirements.
Work in collaboration with managers to regulate practices and ensure that SPOUTS meets HR compliance requirements as well as promoting a safe, ethical and positive work environment for all SPOUTS’ employees.
Anticipate emerging issues based on changing legislation, political and social trends and propose innovative responses to keep abreast of changes.
Develop, coordinate and maintain effective and efficient HR systems and processes tailored to SPOUTS’ needs.
Promote equity, transparency and consistency in the interpretation, determination and administration of terms of employment for all staff.
Ensure that employees have access to their full entitlements and benefits and that all employee records are maintained and updated with new hire information or changes in employment status.
Ensure contract arrangements and remuneration entitlements are accurately processed for all employees.
Prepare accurate reports in line with the SPOUTS’ reporting requirements.
Facilitate the development of employee capability and capacity to ensure responsiveness as the organisation grows and develops.
Work with managers to identify the company’s hiring needs and manage the recruitment process to ensure it runs smoothly.
Coordinate the employee performance management processes across SPOUTS and collaborate with managers to develop performance plans and review processes which help strengthen employee skills and effectiveness.
Monitor potential staff management issues and provide advice to managers/ supervisors on appropriate approaches to support the counselling of staff and address performance and conduct issues as required.
Coordinate training to enhance performance and build employee satisfaction.
Undertake leadership and coordination to facilitate broader operations.
Ensure that the Human Resources and office supplies functions operate within approved budget allocations.
Coordinate office supplies in order to support the smooth and continuous functioning of general administrative processes.

Excellent computer and numeracy skills, proficient with Microsoft Word and Excel.
Significant experience in a range of human resources functions, particularly in a multicultural setting.
A qualification relevant to the work of HR Specialist will be highly regarded.
High level of competence in spoken and written English language skills.
